Trolley Line fishing

Anyone ever seen this... I recently went to North Carolina where i visited a fishing pier. At the end of the pier they were Trolley line fishing they call it. It consist of casting out a line on a surf caster with a big egg sinker on it the end of the line. then hooking up a Bunker to a conventional rod and putting an O ring that has a release attached to the line of the surf caster. Now the fish swims up and down the line (tolley) when a fish slams it the O ring releases and you reel the fish in with the conventional reel.. This sounds like something that a shore guy could use for live bait...... Looked like fun they were fishing for king mack
